Two Rivers City Manager Kyle Kordell has resigned from his position. Kordell was arrested after officers responded to a disturbance at a Manitowoc home around 2 p.m. Sunday. Following an investigation, police arrested Kordell Monday on domestic abuse-related charges, as well as disorderly conduct. Kordell submitted his resignation yesterday.
The Two Rivers City Council met in closed session last night, where they accepted Kordell’s resignation. According to a statement released by the Council, Police Chief Ben Meinnert will serve as interim city manager until the position is filled. Kordell originally became City Manager in August 2025. The investigation is ongoing.
The Two Rivers City Council released a statement in the wake of the events, stating that:
“The last several weeks have been challenging for the City of Two Rivers, its employees, and the community. We understand that circumstances like these can create uncertainty and concern. We want to assure everyone that the City Council has proceeded thoughtfully, responsibly, ethically, and fairly. Due to confidentiality considerations we have partnered with our external legal counsel to carefully protect the city, its employees, and everyone involved in a timely manner. We remain committed to making decisions with the best interests of the city, its employees, and the community in mind. Two Rivers City Council has accepted Mr. Kordell’s resignation. Police Chief Ben Meinnert will continue serving as acting city manager while we seek an interim city manager. We intend to make an interim appointment as soon as possible and then begin the process of permanently filling the city manager position over the next five months. Chief Meinnert was appointed as acting city manager by the previous city managers and approved by the Two Rivers City Council. Chief Meinnert is a certified public manager through UW-Madison and the Wisconsin Training and Standards Board. The City Council has confidence in Chief Meinnert and he has been in direct communication with the Council President, City Attorneys, the City Clerk, and department heads. Thank you for your patience.”
